Water in California is a critical issue. Associated with this are water pollution problems, water-borne diseases and disease vectors, environmental justice, and many other issues. Desalination, urban conservation, and more efficient agriculture (which is the largest water user) have advantages and disadvantages that have not been fully explored and certainly are poorly understood by the public. There are forums that produce position papers (e.g. The Public Policy Institute of California) that could be the basis for discussions in student seminars and also there is a need to cover topics not addressed that could involve URAP students and possible position papers. After retirement I worked for the state for 5 years on water issues related to the Sacramento-San Joaquin Delta, which is the conduit for water for 28 million Californians.
